Michael Otim, Head of the Uganda Office of the International Center for Transitional Justice (ICTJ), describes how life used to be in the Internally Displaced Persons (IDP) camps of northern Uganda, and now that they have been largely dismantled, the challenges faced in the return to normal life.  He also weighs in on the Anti-LRA bill passed by the U.S. Congress requiring President Barack Obama to devise a strategy over the next six months to help capture the leadership of the Lord’s Revolutionary Army (LRA).
